AFTER 2008 PRESIDENTIAL
ELECTIONS
By a hopefull, for an A/D2008 Conference

A quick reference to the last September 2006 Armenia Diaspora Third
Conference reveals some compelling points to be reviewed and
redressed immediatley,NOW.
It had us participants especially from Spyurk hoping and
speculating for some evolutionary and decisive steps to bring the
two closer to each other.This,unrealized.
The Conference, which set forth to enhance reations, turned out to
be rather like the previous one of 2002, a forum with an already
decided upon Agenda. Since there were no issues to be discussed
and consulted amongst the counterparts and all, together arriving at
concusive decisions .Main issue ofAgeda, already chosen upon by the
organizers being the development of far flung villages in border
areas of Armenia.
And as usual , many speeches were delivered by personalities from
different countries of the Diaspora. Granted, some question and
answer session that followed these.
Topics touched upon varied. From BTJ, Baku Tbilisi Jeyhan oil
pipeline that would render both our to East and West neighbours
(and I would add Georgia) with additional income, to which some began
hinting at Armenian Diaspora’s might as a counterweight.
Whereas prior to the conference many attending had on their minds to
consult and confer amongst all, as to how, issues that stirr and affect
the Diaspora ought to have been points to focus and ponder
upon,discussed and settled. In order to adjust , bring up,if you
will, the status of the Diaspora as an equal PARTNER to the
Homeland.Discussion and decision on a common modality for the
tradional and soviet imposed scripture unresolved.
Thus, main issues pending final decision even now for the Diaspora
are the following;-
P R E C O N D I T I O N S for B O T H:- Homeland and
Diaspora
1. Dual citizenship and abolition of visa requirement for Armenian
citizens,including those holding Dual CitizenshipArmenian
passports.This, since, has been ratified in Parliament in a mode, more
or less acceptable(has to be amended though, with further
accomodating clauses ).However, it has not been implemented as yet.
2.The Homeland needs Re-Estructuration Medium and Heavy INDUSTRIAL
Complexes.
Example A. one -that I witnessed,last September-in Yerevan,a Huge
soviet time plant -the machinary repaired, re-structured and in
operation. Wool to Thread Mfg. plant that then sends the coloured
threads to all Provinces where the small rug weaving workshops
(1500,according to director) are weaving state of the art rugs.(The
Megerian Bros. private initiation)thus, saving from total loss of
this plant.
Example B . While on a mission ,visiting schools in North and
Northwestern parts,not far from Vanadzor,I observed a Huge Factory-
looking Building.The driver explained it is an ex-Textile
plant,(still awaiting Re-estructuration) and to be placed in
operating mode. I imagine and am quassi certain there are several
like these awaiting Re-structuration.
3. Homeland Government ought to consider special amenities such as a
3/5 years tax excemption for establishment of production plants,
only.Note,not for businesses.Latter,i.e. services ones,such as
hotels/motels,cafes,restaurants etc.
4. Government of Republic of Armenia also ought to support
on large scale the establisment of yet other very important light
Industries -Namely:- T H E ( IT)
Internet Technoogy and related facilites. Indeed as much important
as the Re-structuring of aforementioend Medium and Heavy indutry
plants.
The contemporary world scientific advances direct and dictate
serious attention to this field,which has gained momentum in many an
industrialized country,such as India and China,etc.
The Spyurk again can be detrimental and of much help in this
connection.
No effort should be spared to assist in the enhancement of this
field, which will help also tcreate numerous jobs,similar to
aforementioned ones.Therefore Focus is invited on it.
We are convinced that the great majority of the newly-formed
Diaspora country small and large cluster-like communites , from
Finland to France,from all central European countries to further
West,Spain and over the Atlantic ocean to the Americas and on to
Australia have no future, especially for the New Generation,THE
YOUNG.In this respect,if and when the “National Investment Trust
Fund” is established(please see my web page

(with a full scale aided EXODUS to Armenia/Artsakh ought to be
MOBILIZED)
An awakening call is tobe strongly directed toTHE YOUNG and their
parents,but prior to that ,the middle aged and we the advanced in
age compatriots must ACT.
Pronouncing attractive discourses, exhorting-as has become very
customary lately amongst Hyes-to the intangible, must GIVE WAY to an
ACTION-PACKED modality.
And in order that the Actions become realizable, a planning stage
should be adopted.
At this Juncture , I appeal to our Youth and the Young -THE MOTTO
ON TOP OF MY WEB SITE-testifies to that.These to begin forming
into
the Auxilliary Groups of the “Professional Colleagues
Associations PCA's. The core and basis of my long
thought of developed , redeveloped scheme, a near full-blown
Mechanism.
Despite my efforts to spur ,stimulate the Middle- aged to further
group into the other ten PCA's (five aready on the scene,1.the
Health Medical,2.The Engineers& science,3.The Bar. 4.The Sportive, 5
the Jewellers-this should enlap all furnishings-fied)
these are not as yet forming,unfortunatley. We are not
moving.Perhaps the YOUNG will pick up the call and form into the
Auxilliary Groups Now.
Therefore, I shall begin to stress the INVOLVEMENT OF THE YOUNG in
my California Armenian T.V. channel broadcasts, next week ,
emphasizing my APPEAL to the latter in Diaspora ad Homeland.I may
even start visting one or two Large communities too.
I shall also on my proximate Pilgrimage to Armenia/Artsakh request /
convene sessions for the two or three Young organzations that I
already know, plus others, to that end.
Indeed also make a point to anounce in media and invite the
Professional Colleagues in RA/Artsakh to form and in parallel with
those of the young carry ahead the scheme.
I shall not delve on explaining in detail again,what next steps are
imminent, after these PCA’s are formed into Inter-professional
Colleagues Associations, thence proceeding on their next steps to
delegate ther Elite onto Central Bodies and Councils in Diaspora,
furthering their participation in the establishmet and election of a
Supreme Council in Diaspora, with FIVE Departments(see my Bulletins
please, in this Web Page) .
It is pertinent here, before closing, to request - and I do -
that our traditional political parties, the Spiritual fathers and all
other establishments to comprehend that this MOBILIZATION effort will
benefit all.Dual membership is acceptable,in the PCA's.

ON THE THRESHOLD
OF 3RD ARMENIA DIASPORA CONFERENCE IN 2006
Part of provisional statute-
introduction-
1. My foremost advocacy for us
is to consider undergoing '' formacion social''
-social formation- ''ungeraynutiun'' in order to become
"socially formed".Very few in the rank and file of
the political parties now are,the rest have yet to
form.
2.The only venue for this-after many years of
indepth study i have found, is-through formation of
work type 'proffessional colleagues associations',pca's. By
the by, five have already been formed.The health/medical,the
engineers/sciences,the bar, the sportive and the jewellers-this should
enlap furnishings /furnitures ,in general. Ten more are to be
formed.I believe these are mentioned below.
3.Through cooperation in these new and old they democratically
elect -annually, in addition to board, 3-person delegates to
the 'inter-proffessional grouping' ,,more about
merits, further below.These delegates for the
first time will represent alongside the political party
delegates people from all walks of life
4. Otherwise , ideologically oriented political parties and
the spiritual leaders ,without the mobilization of
above pca's whether in diaspora or homeland cannot be
said to have real participation and representation from our
people.True they will attract their heretofore so
called ''silent majority'' and that
haphazardly from those who have been their support
,based on personal or political group campaigning.Which let me add
will indeed go on and should,but if we aspire tohave
the huge collectivities involvement, we must accept
that yesteryear's telegraphist, today is an advanced it
expert, the usurper, a banking and finance expert and so on
5.Most crucial, in having these ' pca's and
-their auxilliary bodies composed
of the young -formed and supporting the political parties , we will
have accomplished yet one other mission, that of
not letting these new blood new rank and file
waste away. Since it is not always that
people get attracted into political party ranks.Some stay
away.
6. A. Now then, we need in armenia a ministry for diasporic affairs
in order to deal exclusively with diaspora
issues.
B. This ministry will indeed need to have in
diaspora its counterpart, namely a supreme
council.Other denomination for it would be irrelevantg
and somewhat offensive, since we do have the indedpendent
republic of armenia, with its
parliament/congress and hopefully soon its senate. Thence,
supreme council is its '' raison d'etre' and appropriate.
C. We should believe in assigning responsibilities according
expertise, hence the structure of the supreme council must
be in 5 departments-legal/political-preferrably in
strasbourg,alongside ra representation, economic in geneva ch-with
it 15/16 proffessional offices. executive in n.Y. Alongside
ra's u.N representative-as diaspora's link to
homeland. Moscow social services/scientific-that will in future
organize with help of other 4 , repatriation ,and
finally the fifth,thank god we have. This one in
st.Etchmiatzin in constant contact with great
house of cilicia jointly, as spiritual council . All
5 departments in contact with each
other permanently and the central councils of all diaspora countries.
7.Main objective,establishment of the '' national
investment trust fund'' by these colelagues
association members and all wishing to take part in
it.Nucleus of which must be by our magnates and
their designatged monetary experts, in order to attract participation in it.

Following are major
events in our recent political
history that have shaped our lives as
a nation , later nation state , events
that stand out.
-The first one, namely the treaty of sevres
in 1920, signed supposedly in our favour , when
the ottoman empire capitulated to the allies.
And as small ally armenia , despite having
suffered the first genocide of the last century by ottoman
turkey and eviction from own ancestral western
armenian lands , had fought valiently alongside the french
organized armenian legion and on other fronts
,rendering great services to the allied
cause.
Those attrocities perpetrated on us and braveries
and efforts were supposedly recognized by the great
powers, promising us return of ancestral
territories on an integral armenia ,see
same treaty. However,this was not to be
realized, the great powers simply deneged
on their p r o m i s es .
Meanwhile , fighting on their own
armenians regained independence ,after six
centuries under ottoman rule, albeit weakened, on a ten
time reduced fatherland on may 28,1918.
This was short lived through 1921,when ataturk's armies
now well refurbished with armament from same
allies, attacekd armenia on west flank and red armies from east.
Independent armenia and its armies so boxed in and
desperate for survival ,succombed and preferred
to give in to the red armies.
And as though above disappointments
were not enough for us, another adverse treaty,
- A second one , on july 24 , 1923 was
imposed upon us by those same powers
at lausanne , switzerland ,when abrogating the sevres
treaty they signed with turkey the infamous
treaty of lausanne , which
was to deprive the armenian nation of its historical
lands.
This writer , as a member ,then elected to provisional
executive board of the first armenian congress,
with all others protested to both of these
treaties at sevres and at lausanne exactly on
same day dates and locations, 60 years later.To the
first one to the powers for not complying with
their promise, to the second , we refused to accept
the unjust verdict befallen us , reasoning
that at that time, our nation was so much
weakened and in no condition to raise its
voice.

H o w e v e r
On the 5oth anniversary of the armenian
genocide by ottoman turkey, on april 24 , 1965,
the armenian nation by and by risen from
its ashes on the ten times reduced ancestral
territories to a then soviet socialist republic- and
throughout its diaspora, having clustered
enough clout , took to the streets unanimously as
one nation , claiming ''our lands, our
lands' in yerevan , capital of s.S.R. Of
armenia and near all major cities of the world by
the diasporans.
A second era had begun for the
oppressed armenian nation. Now , well established in
the diaspora host countries as well as on
whatever was left of patria-fatherland, now well
established as nation state in a s.S.Republic of ussr.
Then, many an important event
followed, whether in the reduced motherland or in the
armenians' adopted host countries, again affecting us
adversely.
In soviet armenia state directed
pressure to assimilate us as soviet citizens and in diasporic
host countries in different ways. The process still continues
in the diasporic countries ,albeit on a smaller scale ,
thanks to armenian language schools, the church armenian,political
parties,benevolent unions and other organizations, to whom we owe
our gratitude.
Nonetheless we continued our plea(s) to
the u.N, the aforementioned powers etc., only to
fall on deaf ears. Thenin the 70's ,
desasperated armenian young groups hoping
to prevail took to militancy to make cause known, contrary to our
national peace loving stance and
nature. However , this signalled a
new resistance especially in the diaspora ,
unremittance to imposed silence and submission. Nevertheles
, they stopped it and joined ranks instead with the
freedom fighters in nagorno karabagh ,to win together the
war imposed on us, there.
Then almost simultaneousy other
events such as the 1988 disastrous earthquake in
armenia , demise of the soviet union, when nk armenians after
lengthy ruthless rule by the azeris , relying on
ex-soviet laws , legally ,step by step declared self
governance /independence,whenalmost immediately the azeris
responded with pogroms in sumgait and baku,evicting
those living there and by pushing the
peacefull armenian majority population of nagorno
karabagh to a self defense war
, resuilting in victory and deliverance of our
people from azeri rule thereat.

* why the foreword , as to what has
transpired during 90 last years, reminded
again-when most of us are well aware of it-
Simply to acknowledge to ourselves
that we have been deceived, betrayed and
deprived of our rights,as a nation, a few
times over and that we should
rely;- m a
i n l y on
ourselves.
Respect and love others......... As much as
they do towards us. Trust is tricky .

Preamble;-
Both segments of the armenian nation meanwhile ,
luckily for us all, with the advent of
declaration of the third armenian republic's independence,in 1991,
whether in armenia or host countries as well ,
have witnessed an awakening that has
positively affected both the diasporan armenian in
general and those on national soil.
Fact is , some signs have appeared that inspire
this servent of the armenian nation and
many others ,who meditate ,plan and aspire for
the grouping together of components method ,
a preferable version by far , as over
the centrifugal and haphazardly established
unions and organiztions, each acting on its
own.
Now then, should we accept as '
fait accomplit' the 150 year old
armenian 'sahmanadtrutiun' constitution, if you will , drawn
up under harsh ottoman rule in constantinople, an
outdated status quo for the present
dynamic character of the diaspora armenian,
living in free democratic host countries .
Or , leave this 'sahmanadrutiun', only for the
ecclesiastical and lay around them, to follow. For the
church armenian,''yegeghetsin haykakan' is one of the
pillars, no doubt, administering one of the 5
departments-you will read below- namely, ''the
spiritual supreme council".
Time is ripe for us
to aspire '' a
new contemporary armenian diasporic statute'' ,
fit for the huge collectivities , comprising mainly
of and around educated and
trained working proffessionals in
many fields . And the existing political
parties' representatives plus one
each , from our main three denomination religious leadership.
What is more urgent, at this juncture when
our newly reborn republic(s) need all of its
diaspora's resources ,when 15 years a f
t e r re- independence of
our third republic, two neighbours again, namely turkey and
azerbaijan are constently threatening the existance of
our motherland, h e n c e ,
We must carefully consider the effectiveness
of the individual , as well as political
parties and/or other organizations ,assemblies,unions
etc., their efforts, seperately planned and
offered actions, all in good faith but in
nature, centrifugal strifes , as opposed to one
that will encompass the present day huge
collectivities of our 'professional
collegaues associations' five on the scene already
and ten more that , alongside them
......That we intend to bring forth .
-Provisional charter;-
For , this one ought to be a
socio-economic superstructure based on the
fundamental rights of our people , their participation
and representation from the above mentioned ,
huge collectivities of
''proffessional colleagues associations'' through their
voluntarily and democratically elected d e
l e g a t e s.
- N o n e t h e l e s s we extend our respect to
the aforementioned heretofore established entities ,
wishing them success, a nd to o t h e r s u c h
, that m a y be f o r med in future , for
such are some
amongst us , always trying to come
up with new ones.
We point out that this is
intended mainly ,to
mobilize the thick of our so far non-partisan and
those non-active in unions etc., who were so
far dubbed as 'silent majority' ,
however now, specialized in 15/16 fields
of proffessions. To organize their rank and file ,
aiming towards re-struturing the base
of a convergence and cooperation modality in the
diaspora and solidarity, around
building the;-

- Therefore if we express the
need to have the diaspora
reorganized as per paragraph above mentioned ;-
we immediately
-. Declare as accomodating , flexibility and very
first step, that :-
Dual
membership should be admissible in the following
,''proffessional colleagues associations".That is to
say, from existing political parties and establishments to the rank
and file of the following fields of proffessions;-
1.Health/medical, 2 .Engineeers &sciences, 3.The bar,
4.Sportive , 5. Jewellers,(these allready exist)-to be
formed are:- 6.Transport &travel, 7.Banking &finance,
8. Industries &mines, 9. Agricultural.10. Food&catering,11.
Education&culture(this to be amalgamated,like the sportive),12.Environmental
- forestry,13.Communications it, 14. The construction field,
15.Furnishings-furnitures, 16.The press -advertising.Perhaps one or
two other fields as well.
Aside from their boards , as novelty(from this servent
of the armenian people) through a crystalization
mode,elect, 3-person delegates, each endowed with a merit,one
financially most advanced, one proffessional and third
culturally(national international and with networking
capacity)one complimenting the others. Each assoc. To
meet seperately once monthly ,their delegates
Meeting as the inter-proffessional delegates,quarterly alongside
the existing armenian political party delegates and clergy.
Thus, forming the long desired
central bodies-with auxilliaires for the young -in armenian
dense areas,such as provinces/states and then these
appointing delegates to central council of a diaspora
country.These in turn electing delegates , submitting
to the five( 5 ) departments of the supreme council.
A.The legal/political in strasbourg,alongside the ra representative,
b.The executive, in new-york alongside ra
u.N representative, c. The social /sciences in
moscow(also acting as the catalyst/organizer of future repatriation)
d. The spiritual in st.Etchmiatzin,connected to
catholicossate of great house of cilicia, e. The
economic in geneva,switzerland-(with 15/16 offices of
the proffessional fields).
This fifth department will take upon
itself to organize the ;-

A shareholders entity.
Nucleus of which ,as per my
"paper" in armeniadiaspora.Com conference
news ,pre conf. Section will very hopefully
be established by our financial
magnates,appointing monetary experts,
when indeed encouraged , all
our proffessional colleagues members and
none so, can then be inclined to participate
as '' shareholders' in this solid , nation
building enterprise,otherwise,the heretofore non-coordinated
,mainly individual investors may carry on ,sometimes crossing each
other's endeavours,which indeed in well established economies is
o.K.,but in our beloved beleaguered homeland not so desirable.We need to
have gteamwokr implemented in all spheres of
trades/industries.
The'' fund' will be insoluble and governed
by monetary experts appointed by the
nucleus forming board and invest in profitable
international government bonds etc. And earn
interest for all investors,leave certain reserves
to be added to growing capital while also aid
ra,artsakh/javakh , lending through government secured and
mortgaged loans on very small interest basis. And/or
any armenian community in need,or god
forbid in case of a disaster .
A perpetual 'national fund' in
a tax free country.The 15/16
'proffessional colleagues associations'
representatives'acting in offices thereat would
also undertake organizing :-
Travel in pertinent groups of each
proffessional field seperately ,according to scheduall
emanating from genevaand drawn from all communities of
diaspora and directed to ra /artsakh/javakhk to
cooperate with "haireni" counterparts-who
through similar mechanisms will come forwardto cooperate
thereat.
And in order to accomplish
all above ,
- First and foremost indeed, is
the 'social formation " of
these immense collectivities , which
is an absolute necessity and obtainable through
a step by step approach for the heretofore
dispersed '' colleagues' in an armenian diaspora,that
is not as yet largely, ,unfortunately, socially
formed, on person to person and person to group
basis.But it can be achieved ,once these
good people get together, mingle,learn from
each other and cooperate around national objectives.
The catalyst being through work type
groupings in order to mould them together with
"esprit de corpse" above all succeeding in
goals,such as investing together through a
' national trust fund' earning dividends while also a
percentage of which is loaned to
enterprises in armenia.
By formation of the proffessionals then
we will yet have come forward
and helped establish auxilliary bodies
of the young proffessionals, alongside them,
drawing new blood and effort, into the
national affairs arena , which alas, is rather
sparse now.
- A unanimous participation and representation
from a nationwide perspective, it furthermore
aims at enhancement of a new
concept for consolidation. Organizational
teamwork , the axis of an organized diaspora with
all of its resoureces.
F a q.
Question :-does this projected worldwide
re-organization towards a supreme council with its five
departments intend to replace any existing armenian establishment?
Answer:-not at all. Firstly it aims at bringing
together all proffessional colleagues of
15/16 fields ,who have not and do not wish to pertain
to political parties and or other organizations. Have them
organize in their groups then through crystalization
method present their d e l e g a t e s to local
-intended- central bodies ,then capital
city central councils, to sit with the
delegates of heretofore only political parties
representatives and spiritual leaders.Then together strive
for the supreme council of the diaspora
with its 5 departments.
Q. And why a '' national investment
trust fund'' and is it yet another fund?
The all armenia fund was formed and
has had objective injections into the
erepublic of armenia and artsakh , as first aid, when
it commenced its activities and has now
gone on to further accomplish missions as needs
arise.Therefore , it is a fund that is collected
and spent entirely for programmes well prepared previously as
well as for those that may arise.
While the intended "national
investment trust fund" will stirve to
attract capital,on an investment basis
and,pay dividends on principal of the
investors/shareholders. Meanwhile, indeed as main
objective to loan monies to ra/artsakh/javakhk
enterprises, whether the small and medium, etc.,as well
as being an incentive for the ' colleagues
associations' members to go and invest in their
pertinent fields in groups and possibly
with local counterparts.

Q.What then, are your concrete ''suggedstions'' to the p

3rd conference ?
I take the liberty to suggest a
short opening ceremony -not on a large scale at
the hamalir, but at government house ,
only to the first wave of
participants-see below please-then proceed
as follows;-
Reply;-commencing end may 2006,first group(invited from
diaspora) should consist of ;
A. 1. The banking & finance
group, 2 . The bar (law & order
)3.Transport&travel. 4 .
.Communications, it.
B. In mid-june, 5. The
mines & industries, 6
.The engineers & sciences, 7. Agricultural, 8. The
health/medical .
C.Beginning of july. 9. Environmental &
forestry, 10. Food&catering,(this includes, hostlery)
11. Furnitures & furnishings-includes the
jewellery- 12. The sportiv and youth.
D. Mid -july, 13.The
construction field group. 14, the press
and advertising, 15. The education and culture.
As above seen these groups can work
independently each and indeed with counterparts
from ra and artsakh/javakhk.I would suggest 5
day workshops,first four carrying out their
planning and decision making then 5th day -last day of
work joining with the other three other
proffessional group and exchaning their results etc.,
Finally this is a rough sketch of distribution of
work-cooperation, redst can be programmed by the
esteemed planning committee within the two months left for
the first wave of the incoming
diasporan proffessionals to join forces with
counterparts in hairenik.
Then as 'suggested' in my previous paper of 2002- still
on armeniadiaspora.Com conf. News, last day of
each four groups general meeting, each participant voluntarily
deposit-desired amount-that can also
be considered as a share, to
joint national bank account-to be opened - thus
creating the 'nucleus' of the
'' N a t i o n a

m e n t trust fund''
Last but not least , as ,again
suggested in above 2002 'paper' a sub-committee to
be elected -rather nominated, to then approach,
now both in diaspora
and........Homeland the magnates to i n v e s
t in the parent ''

Taking into consideration the day to day intensifying campaigning and the heating up election race, it is necessary to meditate to bring together, rather regroup all Fatherland intellectual
resources-that are there now

AFFAIRS. SOMEHOW RESERVEDLY I ACCEPTED IT,SINCE SHE WOULD NOT DISCLOSE
